The Opportunity:

Human Resources is a strategic partner, an employee advocate, and a change agent. Managing the employee experience is crucial for businesses – from onboarding employees, to finding the best candidates for both culture and efficiency, to managing interpersonal relationships, and much more. The Human Resources Department delivers over nine services to its stakeholders including: Accessibility & Diversity, Recruitment, Payroll, Workforce Planning and Learning & Development, Job Evaluation and Descriptions, Performance Management, Labour Relations, Wellness and Health & Safety, and Compensation & Benefits.

Under the general guidance and direction of the Senior Workplace Health Advisor, the Disability Management Specialist administers the ’s disability management programs. Specifically, this position provides disability and rehabilitation case management services for medical accommodation requests, Workplace Safety Insurance Board (WSIB) claims, Short-term Disability (STD) claims, and Long-term disability (LTD) claims, with a focus on early and safe return to work. Lastly, this position provides technical advice, guidance, direction, and recommendations to management and employees on the interpretation and application of disability management related legislation, and the City’s disability management policies, procedures, and programs. Overall, this position plays an integral role in effectively administering the City’s disability management programs to support the City’s commitment to providing a healthy and safe work environment.

Education (degree/diploma/certifications)
  • Three (3) year University Degree in Health Sciences, Nursing, Social Science, or related discipline
  • Eligibility for and willingness to obtain a Certified Occupational Health Nurse (OHN), or Certified Return to Work Coordinator Designation or Certified Disability Management Designation from an accredited association, organization, or institution
Experience
  • Five (5) years of experience performing duties related to the above mentioned major responsibilities, including:
    • Demonstrated experience in vocational rehabilitation or disability case management, including implementing and monitoring modified work programs and other workplace accommodations in a unionized work environment
Knowledge/Skill/Ability
  • Working knowledge of the following legislation, regulations, or requirements:
    • Accessibility for Ontarians with Disabilities Act (AODA)
    • Employment Standards Act (ESA)
    • Canadian Standards Association (CSA)
    • Municipal Freedom of Information and Protection of Privacy Act (MFIPPA)
    • Personal Health Information Protection Act (PHIPA)
    • Occupational Health and Safety Act (OHSA)
    • Ontario Human Rights Code
    • Workplace Safety and Insurance Act
  • Working knowledge of disability management, theory, and practices
  • General knowledge of cognitive and physical demands
  • Demonstrated ability to:

    • exercise discretion and judgment when handling confidential, sensitive, and controversial information

  • Basic computer literacy utilizing human resources information systems (HRIS) and health and safety/disability management software
  • Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week

Location: City Hall, 70 Collier Street, Barrie, Ontario
Hours: The normal hours of work are 35 hours per week with a varying schedule to support business demand with overtime required rarely.
Wage:

This position is a temporary full-time, non-union position with the following pay level and 2020 pay range:

  • Pay Level: Level 11
  • Yearly Salary: $72,738.73 to $92,796.99 per year
  • Hourly Pay Rate: $39.97 to $50.99 per hour
Benefits: This position includes single health and dental benefits, prorated paid sick time based on the expected duration of employment, and prorated vacation time based on calendar year and in accordance with the Employment Standards Act.
