The Halton Hills Fire Department is accepting applications for the position of Assistant Deputy Chief.
The Assistant Deputy Chief position is a career development position which reports directly to a
Deputy Chief. There will be regular rotation between Divisions and reporting relationships. This is a
senior administrative, operational and supervisory position responsible for the day to day supervision
and management of emergency operations, fire prevention, public education, communications,
training, emergency management, support services and equipment, fleet and facility maintenance
and procurement. The Assistant Deputy Chief exercises considerable independence of responsible
judgment, ingenuity and due diligence in the execution of assignments in accordance with the
provisions of the Town’s Corporate Strategy, Fire Services Master Plan, Department Policies and
Procedures and relevant legislation and regulatory codes.

Primary Functions: 

Supervise and direct the emergency response operations, fire prevention, public education,
communication, training, emergency management, support services and fleet and facility
maintenance 

Facilitate recruitment, selection and promotion of staff members within the Department’s
various Divisions 

Participate in the formulation and monitoring of the fire department budget 

Provide administrative, strategic planning and technical advice to the Deputy Chief on fire
prevention and operational matters including but not limited to departmental policies,
procedural guidelines, by-laws and/or other enacting regulations 

Make recommendations to the Deputy Chiefs, Chief, CAO and Council about matters
respecting customer interactions, potential liabilities, efficiencies and other matters of
corporate interest 

Prepare Reports to Council and Community and Corporate Affairs Committee and attends
Department Head and Council meetings as required 

Manage assigned department resources and acquisitions including the preparation of
comprehensive technical specifications 

Promote sound working relationships between full time and part time staff through the
application of sound leadership, management, and communication skills 

Regularly monitor the Department’s Performance Measures program and review the results on
a monthly basis with all front line officers and crews 

Organize and/or represent the department at meetings as required (i.e. – Council, Corporate &
Community Affairs Committee, JESOAG, 9-1-1, emergency planning, fire prevention, mutual
aid, fire and life safety education and/or other interest of municipal importance) 

Develop and maintain working relationships with other town departments, governmental
agencies and outside organizations as required (i.e. – Halton Regional Police Service, Office
of the Ontario Fire Marshal and Emergency Management) 

Provide technical advice and guidance to members of the Corporate & Community Affairs
Committee Chief and Deputy Chiefs as required

Participate in the preparation/implementation of the municipal/regional emergency plans 

Supervise emergency operations as required 

In the absence of the Deputy Chief, assume the duties and responsibilities of the Deputy Chief
as required 

Manage the assigned Division’s portion of annual budgets and Division’s staff 

Manage the operational and facility assets of the Department as required 

Perform all other duties as assigned
As a member of the department’s management team the Assistant Deputy Chief primarily works in an
office environment however frequently attends emergency scenes in a command, supervisory, or
support role. Participation in the departments “Duty Chief” program mandates involvement in a duty
schedule rotation, necessitating availability on a 24/7 on-call basis as assigned. Attendance at
evening meetings and training sessions is also required on a regular basis due to the composite
nature of the department, which may require modifications to hours and days of work schedules.

Knowledge, Skills & Abilities 

Extensive knowledge of Department rules, regulations, policies, procedures and applicable
Municipal and Provincial Codes, Acts and By-laws 

Thorough knowledge of the principles and practices of effective supervision, training and
discipline of personnel and proven leadership skills 

Ability to communicate verbally and in written form to promote and represent the Service
effectively in all areas 

Sound knowledge of fire ground tactics and procedures; fire prevention; fire and life safety
programs; emergency management; program delivery; labour relations; health & safety;
apparatus and equipment design and maintenance; legislation and other fire service related
issues 

Extensive knowledge and experience dealing with a composite fire service staff 

Proven ability to learn in an increasingly challenging and evolving environment 

Demonstrated ability to plan, develop, and implement innovative service delivery strategies

Mandatory Qualifications: 

A university degree or college diploma in administration, management and related technical
subjects preferred; or an equivalent combination of education and experience will be
considered 

Graduate of the Company Officer Program; Fire Prevention Officer Program; advanced
management courses at an accredited college/university; experience in a community
emergency incident management/planning program; or equivalent of education and experience 

Extensive supervisory experience at a progressively responsible level within the fire service 

Ability to competently utilize computer software as necessary, including word processing,
spreadsheet and accounting as well as presentation software

Salary Range

This permanent career position has an annual wage range of $118,013$140,491 as directed by the
Halton Hills Non-Union wage grid. The Town offers a comprehensive benefit package including
health, vision, dental and extended benefits, available after the prescribed probationary periods.
Participation in the OMERS pension plan is mandatory on your first day of work.
