Department: Water and Waste Services Job Summary:

This incumbent supervises and ensures the effective and efficient use of resources to achieve safe and reliable and safe operation of the City's water, wastewater, and storm water systems and facilities; including maximizing quality, protecting public health and safety, and complying with all statutory and legislative requirements.

Duties and Responsibilities:
  • Supervise, plan, oversee, coordinate, inspect, test, service, install, maintain and repair the City's water, wastewater, and storm operations including pumping, control, monitoring and treatment facilities, SCADA and alarm systems.
  • Provide leadership in all human resource areas, including recruitment, training, and performance management consistent with collective agreements and City policies.
  • Oversee and provide leadership in safety management, including: preparation and implementation of safe work procedures, and ensuring, so far as is reasonably practicable, that safety procedures and standards are followed by personnel throughout the department.
  • Oversee and provide leadership in water and sewer/storm system operation and maintenance, including: development and implementation of standard operating procedures and routine maintenance plans, and overseeing and maintaining a robust Computerized Maintenance Management System.
  • Ensure regulatory compliance relating to water and wastewater system operation, monitoring and testing.
  • Compile and analyze technical data, conduct research, review designs, maintain accurate records and prepare reports, assist in the water license report.
  • Manage capital, operating, maintenance and emergency projects including supervising contractors and ensuring safety practices are followed.
  • Prepare and monitor the function's annual O & M and multiple year capital budgets.
  • Develop and evaluate procurement documents (tenders, proposal calls, etc.). Obtain cost quotes and purchase inventory parts and supplies.
  • Act as Manager, Water & Waste or Supervisor, Utility Systems as assigned.
  • Other related duties.

This position contains elements necessary for identification and evaluation of the job. The incumbent may be required to perform other related duties.


Job Requirements:
Working Conditions:

Daily exposure to electrical hazards, dust/dirt, fumes/odours, inclement weather, temperature extremes, heights, human wastes/fluids, fats, oils, rancid food grease, raw sewage, hazardous chemicals, noise requiring hearing protection, confined spaces and working in traffic. Provide stand-by and on-call duties.

Required Knowledge, Skill and Abilities:
  • EOCP Certifications: Water Distribution Level 2, Water Treatment Level 1;
  • One of: Water Distribution Level 3 or journey trade certificate in a related field;
  • 5 years previous related experience including 3 years at a supervisory level;
  • Water Quality and Sampling for Water & Wastewater,
  • Knowledge of water and wastewater operations, maintenance and repair, including: SCADA systems and process controls, piping, pumping and electrical systems;
  • Proven skills relating to communications, consensus building, human relations and problem solving.
  • Ability to foster and maintain effective relationships among peers and stakeholders.
  • Proven written and oral communication skills to develop and present reports.
  • Good organizational skills, prioritizing and ability to multitask with minimal supervision.
  • Class 5 Driver’s License.

An equivalent combination of education, training and experience may be considered.

Certifications required within 3 years of employment includes but not limited to:

EOCP Wastewater Collection 1, EOCP Waste Water Treatment level 1; Standard First Aid Level C with CPR; Aerial platform, WHMIS & TDG; Confined Space; Fall Arrest; Chlorine Handling; Leadership for Safety Excellence; Hazard Assessment and Control; Electrical Awareness; Pumps Theory of Operation & Maintenance; Process Control and Instrumentation part 1-3; Infrared Thermography level 1; Fundamental PLC programming, PLC Maintenance and Programming, SCADA & related software.

Examples of Equipment to Operate:

Vehicle, skidoo, boat and motor, ATV, aquifer testing equipment, chlorine dosage feed systems and monitoring equipment, standard and specialized electrical testing equipment, truck mounted hoist, fall-arrest equipment, equipment for transportation of dangerous goods, generator and pumps, hand and shop tools, calibration kit, gas detectors, SCADA system, and computer applications such as Security and Alarm systems, MS Outlook, Excel, Word & ERP.
