Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

If you’re a professional committed to best practices in municipal infrastructure, and you can achieve results in a politically sensitive, multi-stakeholder environment like ours, with competing objectives and priorities, this is a great time to join our ECS Division and lead the delivery of complex design and construction assignments while managing and supporting project delivery staff.

As a Senior Project Manager in the Linear Underground Infrastructure Section, you’ll provide project management, contract administration, technical and engineering expertise in the planning, design and construction of multidisciplinary projects involving storm and sanitary sewer upgrades and other stormwater management infrastructure such as ponds and tanks. These projects are generated as part of Environmental Assessment studies aimed at mitigating the risk of basement flooding, and will call for you to oversee, review and direct the work of staff and engineering consultants, as well as engage consultants and/or contractors by preparing construction tender packages.

This leadership role includes responsibility for ongoing or annual City-wide engineering and construction programs, special projects, engineering proposals, the Capital Works Program, best practices, other program development and new initiatives, as well as ensuring compliance within guidelines by acting as a signing authority. You’ll identify, evaluate, and provide technical expertise and recommendations for the resolution of contract issues, compliance programs, prosecutions, property, by-law, environmental and risk management issues, and public safety in compliance with City policies and by-laws.

Leveraging your experience in managing complex, multimillion-dollar design and construction contracts involving multiple stakeholders and public consultation, you’re well equipped to develop, review and implement detailed plans and recommend policies regarding basement flooding program-specific requirements, and provide specialized design services and technical advice to support Department units. Looking to the future, you’ll analyze continuous improvement and control measures for service quality, efficiency and effectiveness, formulate recommendations in this regard, and regularly review and analyze new technologies for utilization in existing or future service requirements.

Adept at planning, supervising and directing the work of staff, you’ll lead multi-disciplinary project teams, and supervise or direct other professional staff and technical supporting personnel, while ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning. As is typically expected of a senior role like this, you’ll not only ensure that project expenditures are controlled within approved budget limitations, but also participate in preparing capital and operational budgets, manage client divisions’ expectations, and deal with complex cost-sharing arrangements for the construction of municipal infrastructure.

An effective communicator – verbally and in writing – at all organizational levels, with highly developed interpersonal, client service and teamwork skills, and the ability to work collaboratively and effectively with consultants, contractors, colleagues, elected officials, developers and other internal and external clients and stakeholders, you’re well prepared to excel. Along with representing the Unit/Section at meetings with the public, stakeholders and elected officials, you’ll act as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers, at Ontario Municipal Board hearings, and in court proceedings and other tribunals.

Among the strengths you bring to the role of Senior Project Manager will be the following key qualifications:

  • Extensive experience in the design and construction of water distribution and wastewater collection systems.
  • Extensive experience in managing major, multimillion-dollar design and construction contracts, including stakeholder management and public consultation.
  • Experience with managing complex construction contracts involving deep excavation and shoring for large underground infrastructure.
  • Extensive experience related to capital works delivery in the public right-of-way, including change order process, claim resolutions, scope management and necessary public notification.
  • Considerable experience in the design of linear infrastructure, specifically in water, storm and sanitary sewer systems.
  • Experience in communicating complex technical issues to a variety of audiences, with a customer services focus.

As a result, you’re recognized for your understanding of modern management principles and practices, and management controls, and your ability to manage teams delivering complex programs with many interdependent components and, at times, diverging priorities, assess risk through the risk registry, and manage permits during the contract. You also bring a strong understanding of hydraulic modelling and associated City standards, and knowledge of legislation related to the Occupational Health and Safety Act, the Construction Lien Act, the Environmental Assessment Act, the Environmental Protection Act, the Federal Fisheries Act and the Safe Drinking Water Act.

The ability to read, interpret, and report on plans, drawings, technical memos, reports and specifications in a timely manner is key in this position, as is the ability to plan, organize and coordinate multiple assignments and meet required timelines. Given the nature of this job, you must be proficient using general computer software, including Microsoft Windows, Excel and Word, and have a valid Province of Ontario Class "G" Driver’s Licence as well as access to a vehicle to travel to various work locations and construction sites in a timely, efficient manner.
