The Justice Services Branch (JSB) is responsible for policy development, law reform and justice transformation in the areas of administrative, civil, criminal and family justice. JSB provides direct family justice services through the Family Justice Services Division and the Maintenance, Enforcement and Locate Services. JSB works with administrative tribunals, the courts, the legal professions, other ministries, and a range of community agencies and associations to increase access to justice. In addition, JSB executes the ministry’s oversight responsibilities with respect to the Legal Services Society.

JSB is responsible for the development of policy, programs and legislation on a very broad range of matters, including access to justice, administrative justice, dispute resolution (including arbitration, mediation and online dispute resolution), civil law reform, electoral reform, court rules, criminal justice, family law, human rights law, and legal aid. JSB manages the largest legislative program in government responsible for over 100 statutes. In collaboration with partners and stakeholders, JSB is a leader in BC’s law reform and justice transformation work.

Reporting to the Executive Director, Policy and Legislation, Legal Counsel is responsible for researching, reviewing and developing policy proposals and legislation related to the areas of law for which the division is responsible and for ensuring effective management of the Ministry’s private and civil law policy and legislation program and strategy. Legal counsel also works closely with the solicitors in Legal Services Branch who advise on law reform projects.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

Education and Experience

  • Must be a member of the Law Society of British Columbia in good standing or be immediately eligible. Successfully completing the requirements to become a member of the Law Society of BC is a prerequisite of employment.
  • Legal Counsel Level 1: Up to five years of call
  • Legal Counsel Level 2: From 6th to 11th year of call
  • Legal Counsel Level 3: More than 12 years of call
  • Related experience must include all of the following:
    • researching, analyzing, developing legal advice or conducting analysis on complex legal issues
    • working with teams and committees of senior managers.
    • leading or significantly contributing to policy and/or legislation projects from conception to completion;
    • preparing and writing documents such as discussion papers, reports and other decision seeking documents.

Preference may be given to candidates with the following:

  • Experience liaising or negotiating with senior officials within the provincial or other levels of government, the Bench, the Bar or similar stakeholders.
  • Experience developing and delivering complex policy or legislation initiatives or program reforms.
  • Experience developing and providing options and policy recommendations to enable decisions.
