The Purchasing & Materials Management Division is a critical function within the ’s complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, and designated agencies and corporations in order to procure goods and services at the best value.
Reporting to the Manager, Corporate Purchasing Policy & Quality Assurance, in this supervisory role you will coordinate the work of the Policy, Training & Technology Unit in order to support the continuous improvement of procurement at the .
In this temporary, full time role, you will perform the following major responsibilities:
Implement detailed plans and recommend policies/procedures regarding program specific requirements.
Supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervise the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorize and coordinate vacation and overtime requests. Monitor and evaluate staff performance, approve salary increments, hear grievances and recommend disciplinary action when necessary.
Provide input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
Supervise overall direction of unit by establishing goals, objectives, performance indicators, financial and staff resource requirements that are aligned with the overall strategic planning initiatives of the Corporate Purchasing Policy & Quality Assurance section, and the Purchasing & Materials Management Division as set out by the Manager, Director, Program Support, Chief Procurement Officer, Controller, Deputy City Manager or CAO.
Assist in formulation, evaluation and recommends new/revised purchasing policies, procedures and guidelines and monitors effectiveness. Monitor purchasing policies and procedures, and interprets implements and ensures adherence to purchasing policies, procedures and programs. Provide information and training to client divisional staff.
Assist in the development, implementation and monitoring Service Level Agreements with clients to ensure expectations of the client and the Purchasing and Materials Management Division are mutually understood and managed.
Reviews the non-competitive procurements received from divisions for completeness prior to approval by the Manager and Chief Procurement Officer
Develop and conduct supplier outreach initiatives, client training and supplier performance evaluations.
Coordinate the disposal of assets, including the distribution of revenue from auctions to City Divisions and Special Purpose Bodies.
Prepare and deliver a training and development calendar course offered to city staff on purchasing and materials management processes, procedures, and services available to clients.
Supervise the conduct of statistical, economic, operations, research and analytical activities to provide guidance to the Division to support sound procurement decisions and practices.
Responsible for the preparation and updating of and improving of intranet and internet websites, etc.
Implement Financial Information Systems (SAP ERP and Ariba) upgrades including training of PMMD staff and roll out to clients and completes support stack testing annually or as required to support upgrades
Prepare regular and mandated statistical reports on behalf of the Chief Procurement Officer and various ad-hoc reports as requested by PMMD managers, clients and staff.
Prepare staff reports for Committee and Council approval on various purchasing activities
Participates/monitor Pcard issuance and usage.
Ensure all Purchasing policies, by-laws, etc. are listed on both PMMD and Internet websites and ensures policies are up to date.
Represent the Division on various committees and working groups as required by the Manager. Key Qualifications:
Demonstrated leadership experience, including experience leading project teams or supervising/directing staff, assigning work, providing training and coaching, and motivating employees to achieve results in a fast paced customer service environment.
Post-secondary education in a related discipline (e.g. supply chain management, business administration, accounting), or an equivalent combination of education and experience,
Considerable experience in, and knowledge of purchasing and materials management functions, including procurement, practices, and relevant policies and procedures.
Experience in developing and delivering training sessions.
Experience in the use of automated purchasing processes using financial information systems, e.g. SAP ECC and/ SAP Ariba.
Commitment to customer service excellence and ability to apply customer service principles in a purchasing/materials management environment.
Ability to exercise independent judgement and discretion in dealing with sensitive and confidential matters, manage competing deadlines and multiple tasks.
Highly developed communication skills, both orally and in writing, at all organizational levels including the ability to prepare detailed reports and make presentations.
Superior analytical, interpersonal, problem solving, and conflict resolution skills.
Familiarity with government legislation in the area of occupational health and safety.
