Job Description:

ClerkFinance (Continuous) Finance Department
POSITION FUNCTION Respond to enquiries, receive payments and perform clerical functions for the revenue division.
KEY DUTIES

Respond to counter, telephone, electronic or written enquiries from the public, outside agencies and other departments regarding issues such as utility billing, property taxes, business licensing and accounts receivable.


Process payments for a variety of accounts and services such as utility billing, property taxes, business licenses and other accounts receivables; upload bank payment files; prepare bank deposits.
Instruct the public on completing homeowner grant, tax deferment and medical certificate applications and preauthorized withdrawal program; record change of addresses, requests for refunds and final billings; estimate water consumption for special readings and gather information on billing discrepancies. Contact the public for payment and homeowner grant discrepancies, tax sale and other account information where necessary.
Enter and update data in the property tax, utility, cash and land systems as required; maintain a variety of manual and computerized records; type a variety of memos, letters and forms; complete and send routine form letters.
Perform related duties where qualified.
INDEPENDENCE Work is performed according to established policy and procedure or is assigned by supervisor. Work is reviewed upon completion. Issues outside of established policy, such as account disputes are referred to supervisor.
WORKING CONDITIONS Physical Effort: Sit with arms unsupported while keyboarding. (often) Touch keying on a calculator. (occasional) Mental Effort: Deal with complaints and negative comments. (often) Visual/Auditory Effort: Focus on a variety of source data and computer for long periods. (often) Work Environment: Office.
KEY SKILLS AND ABILITIES Organize and prioritize work. Type 40 wpm; working level operation of current City of Victoria word processing and spreadsheet programs. Use calculators with speed and accuracy. Maintain accurate records. Establish and maintain effective working relationships. Deal with the public in a courteous and tactful manner.
QUALIFICATIONS Formal Education, Training and Occupational Certification: High school graduation. Experience: 1 year of related experience. or an equivalent combination of education and experience.
OTHER: May be requested to substitute in a more senior position.
Work schedule: Monday – Friday, (35 hour work week) $30.21 per hour, Pay Grade 7 Job Code # 4221 This is a CUPE Local 50 Position
