Keystone Agricultural Producers (KAP) is Manitoba’s general farm policy organization, representing and promoting the interests of agricultural producers in Manitoba. KAP works for farmers by advocating for policies that will keep Manitoba’s agriculture industry profitable, sustainable, and globally competitive. KAP policy is developed by farmers and commodity group members representing all agricultural commodities and all regions of Manitoba.

As part of KAP’s continued commitment to advocacy for farmers, we are looking to add a Policy Analyst to our team.
Reporting to the General Manager, the Policy Analyst is responsible to monitor and analyze current and proposed agricultural policies, playing a significant role in supporting policy development at KAP, and to support the advocacy of KAP’s policy positions to governments and industry.
Policy Development: Collect resolutions from KAP districts and commodity groups; Maintain updated record of policy decisions; Coordinate policy committee meetings (twice annually).
Advocacy Support: Support advocacy efforts to achieve policy goals established through resolutions; Advise on the priorities of the proposed resolutions in conjunction with stakeholders; Develop and execute strategies to achieve policy goals; Cultivate a network of government and non-government stakeholders to solicit relevant policy information from; Create briefing notes prior to meetings for management and executives; Research and write submissions on government consultations and for legislative presentations.
Research Projects: Establish special research project goals, timelines, and required resources; Conduct research through review and analysis of existing literature and statistics, surveys and interviews with farmer members, and engagement with government and non-government stakeholders; Write project report, including summary, recommendations, and communications/advocacy strategy.
External Representation: Attend meetings or events on behalf of KAP; Report back on issues or responses needed; Maintain and promote KAP’s policy positions when required.
Member Engagement: Seek to understand producer concerns for policy considerations and provide ‘best advice’, knowledge transfer or technical expertise when needed; Provide advice and information for member communication materials including speeches, presentations, opt-eds, etc.; Attend periodic district meetings per year to help generate knowledge around policy matters and provide policy presence; Respond to member calls for information on policies or KAP activities.
Education and Experience
Bachelor’s Degree (Economics, Political Science, Public Administration, etc.)
Master’s Degree an asset
Broad policy knowledge and expertise
Experience and expertise in political sensitivity, understanding legislative and regulatory development process and the general structure of government
Access to a vehicle and a valid driver’s license required for travel within the province
Experience or understanding of agriculture in Manitoba an asset
