I.T. Project Portfolio Lead Job Openings in Rocky View County

Reporting directly to the Department Manager, the Information Technology Project Portfolio Lead will plan, manage, and be responsible for the successful execution of information and technology executive-approved projects being undertaken to meet the needs and goals of County.
A collaborator with a natural ability to build and cultivate relationships with colleagues, partners, vendors, and stakeholders across the organization, the Project Portfolio Lead manages IT department programs/projects in partnership with project sponsors and/or business champions.
With expertise in business analysis, information and technology solutions, strategy development, project planning, management and transition to operations, the Project Portfolio Lead works in conjunction with the Department Manager to develop short- and long-term strategies for the department.
The role provides leadership, performance management, co-ordination, and direction to ensure that services are provided as required in a secure, relevant state, and with measurable results.

Core Accountabilities:

 The Project Portfolio Lead will represent the County through participation in various proposal and resource procurement processes, in co-ordination with the Department Manager and the Executive Director.
 Be well informed of County operations and capability needs and gaps, industry trends, project team abilities, and budget requirements necessary to enable consistent service and delivery levels.
 Facilitate and/or participate in project portfolio related planning and management meetings.
 Develop a multi-year high-level project roadmap that aligns to the County’s strategic and operations needs for both the approved portfolio of projects and estimated efforts to investigate new requests with creation of a business case.
 Responsible to execute and manage delivery and effectiveness evaluation of the expected outcomes associated with the multi-year projects adjusting if and as appropriate.
 Provide regular consistent progress updates to project sponsors, the Department Manager, the Executive, and other stakeholders as appropriate.
 Develop, implement, administer, and maintain detailed project plans, aligned with County policy and employee performance-management frameworks.
 Foster improvement that makes change initiatives and services cost effective and efficient.
 Strategically work with each diverse group of users to align resource assignments and project stakeholders’ expectations in order to optimize implementation and business case development efforts.
 Construct a portfolio dashboard to report status of all approved and under investigation projects.
 Apply a people change management lens to educate and develop a culture and project practices that incorporate the approach.
 Identify a scalable set of program/project practices and the appropriate project management tool kit, including tools for managing communications, finances, project resources, decisions, issues, risks, and the progress dashboard.
Fiscal Management
 Participate in all short and long-term financial planning processes, ensuring continued improvement in all facets of the project portfolio’s financial affairs.
 Consistently incorporate cost impact to operations estimates in all business cases and a program/project change management process for approval of any change to cost of a project and/or the operations cost prior to continuing with the proposed program/project change.
 Responsible for effective financial planning and expenditure controls being responsible for project cost alignment to approved budgets. Reporting of budget versus actuals with explanation of variances provided monthly to the Department Manager and project sponsors.
 Participate in the preparation and presentation of annual budgets for operating and capital programs in accordance with guidance from the County’s Executive leaders and pursuant to the Municipal Government Act.
 Build and maintain relationships with business managers and Executive team members.
 Manage the transition of project deliverables to operational areas with an emphasis on people change management, confirming readiness in formal transition to sustainment plans accepted by all appropriate key stakeholders.
 Establish positive impacts to efficiency, accuracy, quality, and culture to ensure a superior level of customer service through strong leadership.
 Manage the collaboration of cross-functional teams, subject matter experts, department area leads, and project team members to implement solutions effectively and efficiently in a risk-free manner.
 Follow appropriate project methodologies ensuring gate reviews and approvals at each stage.
 Construct light project charters and obtain appropriate approvals for each project and program management plans, where applicable.
 Demonstrate leadership skills through actively coaching, guiding and managing the project team, project champions, sponsors, contractors, or consultant’s performance with professional practices appropriate to each.
 Hold responsibility for staffing, quality of work, team on-boarding, risk management, conflict resolution, and compensation appropriate to approved project plans and associated budgets.
 Provide regular project guidance, facilitate stakeholder inputs, and sponsor decisions with, for, and about expected outcomes, impacts and resources.
 Decision-making derived from broad objectives, technical knowledge, instructions, and policies. Well-developed communication and interpretation skills, with the ability to work both independently and collaboratively in a multi-disciplinary team.
 Resolve issues expeditiously and ensure that communication methods meet the service delivery standards of the County and expectations set out by County area leaders.
 Responsible for project related contracts to be executed in accordance with corporate guidelines, preparing reports on the status of contracts for the department manager.
 Actively participate during County emergency response situations if related to project changes.
 Foster a positive work environment and awareness of combined resource plans providing input to County employee-based team members managers coaching and management plans.
 Develop communications plans for the portfolio in partnership with the Department Manager and Executive Director to provide appropriate delivery of communications. Apply guiding principles and practices such as those in Prosci Change Management model.
 Ensure workers have a clear understanding of their role and responsibilities relating to County’s health and safety program and in the Alberta OHS Act Regulation and Code.
 Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
Technology Systems
 Strong working experience with the MS Office Suite and industry project management tools for the purpose of efficient and effective project management and communications material construction.
 Liaise with members of intradepartmental committees involved in joint projects and initiatives holding responsibility for assurance of appropriate design and availability of services.
 Ensure compliance with all technology related documents and certificates.
 Apply in-depth knowledge of information systems and technology solution trends and options to ensure best of breed relevant systems and architecture to project planning and management.

Position Requirements:

Completion of Bachelor's degree in business, related field, or technical area along with a minimum ten years of progressively responsible and diversified experience. Prosci and/or PMP certification a plus.
 Demonstrate knowledge of a municipal government organization and maintains a solid knowledge of information technology departmental rules, regulations, policies, procedures, and functions.
 Mature leadership skills, with experience in project planning, policy, process, and procedure development. The ability to maintain confidentiality and discretion in all matters.
 6+ years of Project management experience and solid knowledge in Project lifecycle, pro-active support methodologies, processes, technologies, and tools.
 Accomplished in technical project management frameworks, delivery models, business analysis, Project finance management, customer, and vendor relationship management.
 6+ years’ experience forming and managing cross-functional project teams.
 Working knowledge of budget management and human resources practices.
 Excellent interpersonal and communication skills, with the ability to build and maintain effective internal and external working relationships including settings with senior management.
 The ability to prioritize and effectively manage time in an atmosphere of tight timelines, frequent interruptions, a quick pace environment with multiple, even competing priorities.
 Ability to communicate business needs to technical people, and to communicate and simplify complex technical information for non-technical people.
 Expert knowledge of how-to bring resolution to highly complex situations with multiple stakeholders.
