What you can expect in a typical day:

As the Contracts and Procurement Specialist III Refinery, you will work with a team of supply management professionals to manage a portfolio of diverse projects related to the ongoing operation of the largest refinery in Canada, located in Saint John, NB. By working collaboratively with internal and external stakeholders you will assess the projects approved by the refinery for all goods and services needed. Working with the supply management team, you will ensure that all required materials and services are on-site when needed to ensure continued operations with no interruptions. This includes requirements for annual turnaround projects.

What you’ll need to succeed:

  • Develop and execute supply management strategies related to refinery projects; provide structure to projects and articulate goals.
  • Proven leadership skills to manage projects, maintain quality standards, and adhere to project deadlines.
  • Structure agreements, develop negotiation strategies; lead negotiations.
  • Strong knowledge of sourcing and contract documents; design vision, project scope, and major project related administration documents.
  • Facilitate Total Cost of Ownership (TCO) initiatives.
  • Analyze price behavior and forecast prices.
  • Ability to communicate with diplomacy and tact to multiple stakeholders.
  • Ability to see the big picture; analyze overall requirements to identify cost savings opportunities, both in time and real dollars.
  • Coach and mentor a team of contract and procurement specialists.

Professional skills

  • Strong knowledge of best practices and trends in supply management.
  • Strong negotiation skills for multi-million dollar contracts; able to develop appropriate negotiation strategies with long-term and new suppliers.
  • Strong prioritization skills.
  • Good oral and written communication skills with a customer mindset.
  • Works well within a team; willing to assist in areas outside own portfolio.
  • Excellent time management skills and able to meet multiple deadlines.
  • Good analytical skills.


  • Minimal travel is required for this position.

Education and experience

  • Minimum 10 years of experience in category management, project engineering, strategic sourcing, or other similar role, progressively advancing towards a senior position.
  • Post-secondary education in engineering, business, economics, or equivalent experience.
  • Good knowledge of MS Office: Word, Excel, PowerPoint.
  • 3+ years coaching and mentoring other team members.
  • Site contract administration experience.
  • Ability to multi-task effectively in a fast-paced, demanding work environment.
  • SCMP (Supply Chain Management Professional) designation an asset.
  • Experience in the construction and / or oil and gas industries preferred.
  • Other designations such as P.Eng (Professional Engineer) or PMP (Project Management Professional) are relevant.
  • Familiarity with Oracle and SharePoint an asset.
