British Columbia Rapid Transit Company Ltd. (BCRTC) maintains and operates two of Metro Vancouver’s three SkyTrain lines. SkyTrain is the first and one of the longest, fully-automated, driverless, rapid transit systems in the world. Both the SkyTrain lines operate out of BCRTC's Operations and Maintenance Centre in Burnaby, where more than 900 dedicated staff work in the areas of administration, engineering, elevator and escalator maintenance, field operations, vehicle maintenance, and wayside (station and guideway) maintenance.

Responsibilities
PRIMARY PURPOSE:
  • Manages the stores function for multiple warehouse locations that require inventory to be available and delivered to support the 24/7 required maintenance at all wicket locations for BCRTC.

KEY ACCOUNTABILITIES:
  • Manages the stores function by controlling the exchange of parts and materials among all locations to ensure adequate stock requirements and timely deliveries supporting 24/7 maintenance activities are achieved. Oversees inventory stocking location levels and storage availability to optimize warehouse locations based on usage and maintenance demand cycles. Ensures system accuracy of serialize parts and will implement a batch/lot inventory traceability with the new EAM system.
  • Implements and maintains internal control practices for the management of Inventory parts at BCRTC to ensure adequate security and custody of all materials in multiple warehousing locations.
  • Develops and maintains relationships with various internal and external stakeholders to address maintenance problems, inventory discrepancies, new products, etc. Participates in the Maintenance Planning sessions and Project Team meetings in a computerized fleet maintenance and inventory systems environment. Works with Maintenance Managers and Shop Supervisors to ensure orderly and expeditious changes to major stock requirements.
  • Develops and modifies policies & procedures, both routine and emergency, to ensure alignment to changing standards, codes & regulations and allow for appropriate storage of parts and materials to ensure timely availability. Provides guidance to user departments on all Stores management processes.
  • Identifies opportunities for improved efficiencies, develops and implements new and improved procedures for Stores in order to meet changing conditions, controls the issue of parts to the repair shop and works with Shop Supervisors to determine economic lot sizes to improve cost efficiency.
  • Analysis and audits inventory reports and stores records for accuracy, completeness and compliance with established policies. Manages monthly departmental safety meetings and conducts safety inspections and investigations as appropriate to ensure workplace health, safety, and cleanliness requirements are met.
  • Prepares the stores operating budget and monitors approved expenditures. Participates in the development of the annual overall departmental operating budget. Provides input in the development of the business plan, including identifying staffing needs, equipment, materials and supplies. Assists in the development and delivery of operational metrics and key performance indicators required to measure business performance and recommends go-forward strategy to address performance gaps.
  • Manages reporting staff, including selection, development, coaching, managing performance, assigning/reviewing work and all other people management practices; provides guidance and maintenance of safe work practices and handling of dangerous goods for inventoried items.
Qualifications

EDUCATION & EXPERIENCE:


The competencies for this position would be acquired through a Professional in Materials Management (PMM) certification or through a post-secondary degree in Inventory Management, Supply Chain Management or a related field, plus 6 years directly related experience in progressively responsible positions in Inventory Management.


OTHER REQUIREMENTS:

  • Advanced working knowledge of supply chain concepts such as store management, inventory deployment, planning, optimization and logistics.

  • Solid knowledge about safety regulations, protocols and standards in both warehouse and stores settings

  • Ability to prioritize and allocate resources effectively.

  • Solid knowledge of materials and inventory internal controls to ensure proper safeguarding of assets as well as managing and tracking repairable parts

  • Strong interpersonal skills to manage internal customer and external vender/service provider relationships

  • Solid planning and organizational skills to provide strategic and tactical direction for all reporting areas, and to plan and effectively utilize a substantial workforce

  • Solid problem solving and decision-making skills to mitigate risk and develop innovative solutions to emerging business problems in all areas of accountability

  • Solid analytical skills to continuously assess practices and processes and identify opportunities for operational improvements and cost efficiency

  • Solid management, development and team building skills to manage a substantial unionized workforce


Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

40 hours per week.

Rate of Pay

Salary Starting from: $94,082 per annum.
